The Office of Barber & Cosmetology Licensure regulates individuals who practice in the State of Colorado as barbers, cosmetologists, hairstylists, estheticians, and nail technicians. Licensure for these occupations is mandatory in Colorado. The Office also regulates the shops and salons where the services are performed.
The purpose of the Office of Barber & Cosmetology Licensure is to protect the consumer. The Office's activities include inspections, investigation of complaints, determination of discipline, and enforcement of discipline for those who violate the Barber and Cosmetologist Act and the Office of Barber and Cosmetologist Licensure Rules.

The following Boards and Programs within the Division of Professions and Occupations are requesting written comments regarding the implementation of Colorado Senate Bill 23-265 (CONCERNING A PROHIBITION ON A REGULATOR IMPOSING DISCIPLINE AGAINST A PERSON BASED ON CERTAIN ACTIVITIES INVOLVING MARIJUANA), and the proposed repeal of the Board and Program rules that are no longer necessary after the codification of these regulations into law.
Each of the listed Boards and Programs below will hold a Permanent Rulemaking Hearing on the dates below to determine whether to repeal the rules on a permanent basis to implement the law. Please submit written comments as soon as possible. The Boards and Programs will continue to accept written comments until the Permanent Rulemaking Hearings where stakeholders will be given a final opportunity to testify before the Board and/or the Director or Director's designee. Permanent Rulemaking Hearing - May 5, 2023
The Office of Barber and Cosmetology Licensure will hold a Permanent Rulemaking Hearing to allow stakeholders a final opportunity to provide testimony before the Director considers adopting proposed revisions to Rules 1.1 – Abbreviations (typographical error), Rules 1.2 – Licensure by Examination (regarding the accepted apprenticeship programs to meet the training requirements), 1.4 – Licensure by Endorsement (specifically military spouses), and 1.9 – Additional Practices and Training Requirements (regarding semi-permanent or permanent make up).
